Why AI os has not figured it out yet?

There is an Artificial neural network-based OS named NeurO. Operating systems are specifically designed to synchronize how arbitrary program code gains access to various computer components, including the CPU. They need to be as simple as possible, but no simpler than necessary to deliver their service. They also need to be relatively (preferably completely) deterministic. AI usually has to train somehow. In my opinion, this will never end as a deterministic system. It will also never be simple to debug. Hence we will need a far greater understanding of both computers and AI before we will see any Operating System better than our current ones based on AI techniques.
